Hi Chris, you’ll want to check out the local planning scheme tag for the Department of Planning, Lands and Heritage’s datasets 
DPLH have made these datasets available with public map services, which you can consume via a GIS application or view in the Locate map.
If you need something other than a map service or web map, you’ll need to contact spatialdata [at] dplh.wa.gov.au to enquire about access.
